Interrogation of the captured courier has identified a senior facilitator responsible for coordinating regional movement of communications, personnel, and financial routing.

This individual operates under legitimate cover as the owner of a construction supply company, which is assessed to serve as a front for network coordination and logistics.

Recent intelligence indicates the target has not yet fully gone to ground but is expected to alter patterns once the courier’s capture becomes known.

2. MISSION

SEAL Task Element conducts a targeted capture operation to:

• Capture Khalid Al-Rahman
• Exploit site for intelligence
• Recover documents/devices
• Identify network links for follow on actions

3. EXECUTION

Commander’s Intent

Precision operation focused on CAPTURING the target alive and exploiting intelligence at OBJ Kenwood, GRID 038 034

Concept of Operations

Phase I – Surveillance and Movement

• Confirm identity, routines, entry/exit points

Raven 2 will move to Observation points, TBD, and begin reconnaissance on OBJ Kenwood, GRID 038 034. They will also be conducting courter-sniper actions, in preparation of, the HVI setting up ambush positions in the surrounding mountains and terrain.   

Anvil will move as an element on foot to position ourselves in AP1. AP1 will have two different positions and will be determined 1 hour before step off and be based on the most updated ISR that TOC can provide. 

Phase II – Pattern of Life

• Monitor movements
• Mark locations visited

While Raven 2 is building a pattern of life Anvil will hold in AP1 in preparation for the RAID on OBJ Kenwood GRID 038 034. Anvil will conduct observation outside of OBJ. 

Phase III – Capture|Raid

• Conduct Raid
• Priority: HVT alive

Raid will be initiated on Raven 2 locating and building a pattern of life of HVT. RAID will be conducted from either West to East or South to North. Anvil will split into two separate teams, as dictated by Anvil 1-1, and will split the compound in two sections. We will use mutual support to clear through OBJ Kenwood GRID 038 034 and CAPTURE the HVT.  

Phase IV – Exploitation

• Secure devices, documents, comms

Once HVT is CAPTURED Anvil will continue to clear OBJ Kenwood GRID 038 034 and conduct SSE on all vehicles and buildings on site. While SSE is being conducted Anvil 7 and Anvil 1-1 will set up a hasty Defense while waiting for USMC forces to set up and outside Cordon. 

Phase V – Extraction

• Exfil HVT and intel as found

Once SSE has been conducted Raven 1 will call in SOAR elements to move HVT off the OBJ. HVT will be escorted by Anvil 1-4 and Raven 3 (ParaRescue). All remaining Anvil Elements will move off the OBJ via ground vehicles or Air Assets.
